Mission
The University of Rome “Foro Italico” aims to consolidate and develop its vocation as an Athenaeum specialized in human movement and sports sciences with a role and position recognized nationally and internationally for the effectiveness and quality of its actions in the following areas of intervention:
- Spreading a culture of sport as a physical activity aimed at people’s well-being and social inclusion. Sport is considered a human good that carries positive values for individuals and communities. The University responds to the challenges posed by society through changes in people’s lifestyles and the advent of new communication technologies;
- training of professionals in wellness, health and recreational activities who can contribute, through their skills, to the democratic enjoyment of sport understood as a resource by citizens at all stages of life;
- Development of research in the field of wellness, health and recreational activities aimed at improving the quality of individual and community life;
- Enhancement of sports as a sustainable economic resource to contribute to the development of the country and its international competitiveness;
- Strengthening the culture of sustainability in line with the guiding principles of the UN Agenda 2030 and the EU Cohesion Policy 2021-2027, through the study and teaching of human movement sciences and sport in its various dimensions.
Through these various initiatives, the University of Rome “Foro Italico” stands as a point of reference in the field of human movement sciences and sports, contributing to the advancement of knowledge, the training of qualified professionals and the improvement of the quality of life of individuals and communities.
Vision
The University of Rome “Foro Italico”:
- recognizes sports as a “common good” and as a tool for enhancing “human capital” aimed at individual and community development;
- Promotes the production of “value” through sports understood as a tool to improve social and personal well-being;
- Promotes the development of research and higher education in the field of professions related to the culture and science of human movement and sports;
- contributes, through the culture of wellness, health and leisure, to the technological and economic progress of individuals and communities.
The Strategic Plan (latest edition 2023-2025 update 2025) is the planning document that outlines the University’s strategic vision by illustrating its main objectives and listing the actions that the University wants to undertake in order to implement quality processes and support the processes of interaction and synergy between different projects, developed inside and outside the University at various levels, aimed at creating public value.
The Strategic Plan of the University of Rome “Foro Italico” presents, therefore, the strategies and objectives that the University, on the basis of democratic and concerted decisions planned by the Permanent Table for Strategic Planning of the University1 established by R.D. no. 547.of 9.12.2019, intends to pursue in the three-year period 2023-2025 to develop and maintain those increasingly high levels of “quality” that education today requires in line with the measures of equitable and sustainable well-being related to the SDGs (Sustainable Development Goals) of the UN 2030 Agenda, taking into account the MUR General Guidelines of University Programming̀ 2021-2023.
The previous Strategic Plan (2020-2022) included a series of actions aimed at strengthening the University’s three “strategic” areas (Teaching, Research, Third Mission). At the same time, the University turned its attention to policies of transparency, merit enhancement and gender equality by implementing a series of Regulations aimed precisely at improving these processes. There has been a focus on recruitment policies aimed at strengthening the suffering SSDs and aimed at young researchers also through the intervention of extraordinary plans. There has also been an effort to turn attention to the recruitment of technical administrative staff with a view to supporting organizational needs aimed at the growth of educational offerings and the support of research and third mission activities.
With the current strategic planning cycle, the Athenaeum wants to continue and strengthen the path started previously, with a view to increasing integration, rationalization and simplification, as well as evaluation of the results achieved.
That is why the working group for the “Integrated Activity and Organization Plan” (PIAO) was established, broken down into planning subsections with the aim of analyzing the University’s strengths and weaknesses and to identify, in light of the results achieved, the main actions on which to base the new strategy.
On the basis of what has been identified, the Strategic Plan 2023-25 will continue to pursue the improvement of Teaching, Research and Third Mission/Social Impact by also focusing its attention on the areas of strategic intervention that transversally invest the three lines of address such as: sustainable development, quality assurance, energy saving, welfare, gender equality, etc. All this is in line with what is emphasized in the UN 2030 Agenda in order to make the goals outlined in the Agenda the reference point and fundamental pillar of the entire strategic framework of the three-year plan.
The Strategic Plan is also the reference for the Department’s strategic planning to develop its three-year planning.

Integrated Plan of Activities and Organization (PIAO)
The PIAO – Integrated Activity and Organization Plan (latest edition 2025-2027) is the single three-year planning document, introduced by Law No. 113/2021, which integrates various planning plans: performance, personnel needs, gender equality, agile work, anti-corruption.
Section 2 – Performance contains the strategic and operational objectives and defines the indicators for measuring and evaluating the administration’s performance, as well as the objectives assigned to managerial staff and their indicators.
The University of Rome “Foro Italico” has adopted the Digital Transition Plan (latest edition 2024-2026) to improve operational efficiency, data security and user experience through the adoption of advanced and sustainable information technologies.

The Department’s Strategic Plan (latest edition 2022-2024) represents both a planning document and a tool of the Quality Assurance cycle in that it integrates the typical activities of this area with those of planning at the University level, systemizing potential synergies.
The Departmental Plan, while reflecting the specifics of the structure, is rooted in the goals and actions of the University’s Strategic Plan.
