Erasmus+ is the European Union’s education, training, youth and sports program valid for 2021-2027, replacing the previous program that expired on Dec. 31, 2020. The new program was approved by Regulation (EU) no. , published in the Official Journal of the European Union.
Erasmus+ supports the priorities and activities established by the European Education Area, the Digital Education Action Plan and the European Skills Agenda.
The specific objectives of the program are:
- Promote mobility of individuals and groups for learning purposes and collaboration, quality, inclusion and equity, excellence, creativity and innovation at the level of organizations and policies in education and training;
- Promote mobility for non-formal and informal learning purposes, active youth participation, collaboration, quality, inclusion, creativity and innovation at the level of youth organizations and policies;
- Promote learning mobility of sports staff and collaboration, quality, inclusion, creativity and innovation at the level of sports organizations and policies.
Erasmus+ is divided into three “key actions.”
Key Action 1 (or Key Action 1 – KA1): individual mobility for learning purposes
to encourage the mobility of students, staff, youth workers and young people between EU member states and non-EU countries associated with the program (KA131, see map) and non-EU countries not associated with the program (KA171) and to organize educational, training and volunteer activities and foster cooperation in the areas of school education, vocational education and training, higher education, youth, adult education and sports.
Key Action 2 (or Key Action 2 – KA2): innovation and best practices
to develop the education, training and youth sectors through five main activities:
- strategic partnerships, aimed at supporting innovative practices and joint initiatives to promote collaboration, mutual learning and exchange of experiences;
- alliances for knowledge, designed to promote innovation in and through higher education, together with business, as well as to foster new approaches to teaching and learning, entrepreneurship in university studies, and the modernization of higher education systems in Europe;
- alliances for sectoral skills to respond to qualification needs and align vocational education and training systems with labor market needs. There is no shortage of opportunities to modernize vocational education and training, foster the exchange of knowledge and best practices, encourage vocational activities abroad, and increase the recognition of qualifications;
- higher education skills development projects to support the modernization, accessibility and internationalization of higher education in partner countries;
- youth skills development projects to foster the development of youth work, unconventional learning and volunteer activities, and to promote informal learning opportunities with partner countries.
Key Action 3 (or Key Action 3 – KA3): support for policy reform
to increase young people’s participation in democratic life, especially in discussions with policymakers, and develop knowledge in education, training and youth.
Third countries not associated with the Program can take part in some Erasmus+ actions, subject to certain criteria and conditions.

Erasmus Charter for Higher Education (ECHE)
This is the “passport” that any Higher Education Institution wishing to participate in Erasmus activities, from individual mobility to cooperative projects for innovation, best practices and support for policy reforms, must have.
To receive ECHE, universities apply to the European Commission, ensuring that they comply with the program’s core principles and sharing their internationalization and modernization strategy in detail within the Erasmus Policy Statement (EPS).
ECHE may be withdrawn in case of non-compliance or violation of established conditions: monitoring of compliance with ECHE principles is the responsibility of the National Agencies, which verify implementation and compliance through periodic audits with the Universities participating in the Erasmus program.
