The system of training and access to tenure for secondary school teachers was redefined by DL No. 36/2022, converted into Law No. 79/2022, which amended Legislative Decree 59/2017 (updated text).
In implementation of this new legislation, the Prime Minister’s Decree of August 4, 2023, published in the Official Gazette on September 25, 2023, defined the University and Academic Pathways for Initial Teacher Education for Secondary and Secondary Schools.
Pursuant to Article 4 of the Prime Ministerial Decree of August 4, 2023, universities and AFAM Institutions may deliver 30 or 36 CFU training courses only following the accreditation of the relevant 60 CFU training course by a decree of the Minister of University and Research, adopted on the concurring opinion of ANVUR.
Educational Offerings
The DPCM stipulates that 60 CFU, 30 CFU and 36 CFU pathways will be activated.
As provided for in Legislative Decree 59/2017 and ss.mm.ii (Article 18-bis, paragraph 6-bis), for the academic years 2023/2024 and 2024/2025, university and academic courses of initial training may be carried out, excluding internship and laboratory activities, by telematic modalities, in any case synchronous[ …] and in any case not more than 50 percent of the total.
The course will have a maximum cost of 2,500 euros for the 60 CFU course, reduced to 2,000 euros in the cases indicated by the DPCM (Art. 21). The final qualifying test will have a maximum cost of 150 euros. The annexes to the DPCM show the different articulation of the planned training paths. The curricula and their applications are defined by the annexes to the Decree.
60 CFU pathway
The 60 CFU pathway is eligible:
- Those who hold a master’s degree or a single-cycle master’s degree consistent with the teaching competition classes;
- Those who are enrolled in a master’s degree program consistent with the teaching competition classes;
- those who are enrolled in a single-cycle master’s degree program consistent with the teaching competition classes, provided they have acquired at least 180 CFUs among those in their education.
30 and 36 CFU pathways
30 CFU qualifying training pathway (Annex 2 DPCM)
It is aimed at:
- competition winners who do not have the qualification and have participated in the competition procedure pursuant to Article 5, Paragraph 4, of Legislative Decree No. 59/17, as they possess the access qualification referred to the specific competition class and three years of service, including non-continuous service, accrued in the last five years in state educational institutions, at least one of which in the specific competition class;
- those who possess the access qualification referring to the specific class of competition and three years of service, including non-continuous service, accrued in the last five years in state educational institutions or peer schools, of which at least one in the specific class of competition;
- Those who took the competitive test of the “extraordinary bis” competition;
- teachers qualified on a competition class or grade of education or specialized in support, who possess the necessary qualification with reference to a different competition class and intend to obtain the relevant qualification in other competition classes or other grades of education through the acquisition of 30 CFUs of the university initial training pathway.
30 CFU transitional training pathway for those who meet the admission requirements for a competition class (Annex 3 DPCM)
It is intended for those who only hold the required qualification with reference to the competition class. In order to participate in the competition procedures announced by December 31, 2024, they must acquire 30 CFUs with this pathway, which ends by February 28, 2024, and, if successful in the competition, they must complete the 60 CFU pathway with the pathway in point 4 below.
30 CFU training pathway to complete the 60 CFU pathway (Annex 4 DPCM)
It is aimed at the successful applicants who participated without already being qualified or: those who, in possession of the entry qualification, acquired the 30 CFUs with the dedicated pathway referred to in point 3 above.
36 CFU training pathway to complete the 60 CFU pathway (Annex 5 DPCM)
It is intended for winners of competitions announced by Dec. 31, 2024, who participated without already being qualified or: those who, in possession of the entry qualification, have obtained 24 CFUs in the anthropo-psycho-pedagogical disciplines and teaching methodologies and technologies by Oct. 31, 2022.
Access Requirements
Access requirements are defined in Article 7 c. 4 and 5 of the DPCM. Aspiring learners can check whether they meet the access requirements for the competition class(es) of their interest with reference to Presidential Decree 19/2016 and DM 259/2017.
