Certified Electronic Mail (CEM) is a “computer document transport system that provides certainty of sending and delivery of e-mail messages to the recipient.”
The PEC box is to be used only for “official” communications and, according to the regulations, has legal value only from PEC to PEC equivalent to that of traditional registered paper mail with return receipt. Therefore, only communications from certified mailboxes will be considered.
