The amount and criteria for calculating the contribution are defined by the University’s Board of Trustees, as well as by current legal provisions.
The University of Rome “Foro Italico” is inspired by general principles of fairness and solidarity in relation to the economic conditions of enrolled students, using appropriate methodologies to ensure effective progressiveness, also with the aim of protecting students of more disadvantaged economic conditions.
The student’s economic conditions are identified on the basis of the Indicator of Equivalent Economic Situation (ISEE) for subsidized benefits for the right to university study.
The contribution system consists of a fixed taxation part (Enrollment Fee) composed of:
- Stamp duty, currently €16.00
- Regional fee for the right to university study, currently €140.00
and by a variable part (all-inclusive contribution), calculated according to:
- economic-patrimonial situation and the composition of the family unit to which they belong, as resulting from the ISEE value for subsidized benefits for the right to university study (which can be requested from a CAF-Fiscal Assistance Center or alternatively on the INPS website by accessing the online services by November 30 or in any case by December 31 with a charge for the relative late payment). The University automatically acquires ISEE data from the INPS database.

Student fees and contributions are divided into three installments:
- The 1st installment consists of the:
- Application fee [Regional fee for the Right to Study (currently euro 140.00) + Stamp duty (currently euro 16.00) to be paid by October 31
- The 2nd installment consists of:
- 50% of omni inclusive contribution to be paid by Dec. 15
- The 3rd installment consists of:
- 50% of omni inclusive contribution to be paid by April 30
A late payment fee of €50.00 up to the 60th day of delay and €100.00 beyond the 60th day of delay will be charged for all payments made after the due dates.
How to Pay Tuition Fees
Tuition fees must be paid through the restricted area that students log in to with their user name and password:
Access the restricted area > secretariat/payments > click on the relevant invoice number and make the payment using the PagoPA procedure automatically generated by the system.
In case the invoice is not available, it is the students’ responsibility to request its issuance promptly to segreteria.studenti@uniroma4.it.
Male and female students who are not in good standing with the payment of tuition fees may not complete any career acts (registration for examinations, transfer to another university or another degree program, admission to the graduation examination, etc.), nor may they obtain certificates referring to the academic years for which there is a debt situation.
